Offshore Wind Call for Bids

Learn more about the offshore wind Call for Bids process and how a submerged land licence may be issued.  

The CNSOER administers the offshore wind Call for Bids process in the Canada-Nova Scotia offshore area and makes recommendations to the federal Minister of Energy and Natural Resources and the provincial Minister of Energy to make an offshore wind Call for Bids and to issue submerged land licences. The Accord Acts state that the contents of an offshore wind Call for Bids shall specify: 

  • The licence and its location;
  • The particular technologies or types of offshore renewable energy resources to which the licence applies;
  • The licence terms and conditions;
  • The terms and conditions that a bid must satisfy the form and manner in which a bid is to be submitted;
  • The closing date;
  • The criteria that the CNSOER will apply in assessing submitted bids.    

Our offshore wind Call for Bids process is open and transparent. Our process provides pre-qualified companies with an opportunity to bid on parcels of Crown reserve land and, if successful, may be awarded a Submerged Land Licence. No activity can take place on a Submerged Land Licence without our authorization.
