Feedback Requested from Indigenous Groups and Stakeholders for Consideration During the Offshore Wind Call for Information NS25-1R Process
On September 18, 2025, the CNSOER received joint Strategic Direction from the Government of Canada and the Government of Nova Scotia to formally initiate the process to issue a Call for Bids for offshore wind within the Canada-Nova Scotia offshore area. Click here to read the CNSOER's news release.
As part of the offshore wind Call for Information NS25-1R, the CNSOER welcomes feedback on governments’ Strategic Direction letter. The CNSOER invites Indigenous groups and rights holders, the fishing sector, industry, government, the public, and other stakeholders to provide their feedback on:
- The Wind Energy Areas being considered and the location(s) of potential parcel(s) within these Wind Energy Areas.
- The possible evaluation criteria to be used as part of the Call for Bids process.
- The possible draft terms and conditions for a Submerged Land Licence.

How to Participate in Offshore Wind Call for Information NS25-1R
The offshore wind Call for Information NS25-1R is open for 90 days, from October 16, 2025, to January 13, 2026.
Written Feedback
As part of the offshore wind Call for Information NS25-1R, the CNSOER invites Indigenous groups and rights holders, the fishing sector, industry, government, the public, and other interested stakeholders to provide written feedback on the details shared in the Strategic Direction letter from governments.
During the Call for Information, the CNSOER will also seek feedback on the possible terms and conditions of the submerged land licence, coexistence, fisheries compensation, participant funding program, and an opportunity to provide general feedback.

Virtual Public Information Webinar
The public information webinar will take place on Tuesday, November 25, 2025, from 11:00 am to 12:00 pm AST.
The purpose of the virtual public information webinar is to share details about the offshore wind Call for Information NS25-1R with Indigenous groups and rights holders, the fishing sector, industry, government, the public, and other stakeholders.
Attendees will have an opportunity to ask questions of CNSOER staff during the webinar and provide comment on the above information the CNSOER is seeking feedback on.
Advance registration is required. Closer to the webinar date, you will receive an email calendar invite with webinar details. Meeting materials, including a detailed agenda, will be provided in advance of the webinar. A recording of the webinar will be made available and posted to the CNSOER's website.

Parcel Identification
The CNSOER is seeking information on possible parcel locations within the government designated Wind Energy Areas. There were three areas identified by governments in their Strategic Direction letter: Sydney Bight, Middle Bank, and French Bank.
To nominate an area within the Wind Energy Areas noted in Appendix C of the Strategic Direction letter for the CNSOER to consider, please follow instructions described in the offshore wind nomination form, which you can download below:
The CNSOER will review all nominations submitted and the final parcel configurations will be included in the CNSOER’s offshore renewable energy recommendations for the Ministers’ review and approval process set out in legislation.
Next Steps
After the offshore wind Call for Information NS25-1R closes on January 13, 2026, all feedback collected through public written comments, the virtual public information webinar, and parcel identification will be reviewed prior to the CNSOER making offshore renewable energy recommendations to the Ministers to make an offshore wind Call for Bids and the terms and conditions of a submerged land licence.
To ensure the offshore wind Call for Information NS25-1R period is fair and transparent, once the public engagement period closes, we will review all information submitted, and we will post written feedback we receive on this web page and in a public 'What We Heard' report. Please note that comments of confidential nature (e.g. Indigenous knowledge) or those that have requested their comments not be shared publicly, will not be posted in the 'What We Heard' report.
